SERAS
The framework seeks to help young people think critically, understand their context, develop values, strengthen personal responsibility, and become active participants in their development.

Education should not only teach people what to think. It should help them learn how to think.
Three progressive phases
Phase 1
Ethical, emotional, and civic formation focused on self-awareness, critical thinking, responsibility, and personal purpose.
Phase 2
Technical, academic, and vocational development connected with practical preparation and personal goals.
Phase 3
Institutional improvement, educational management, systems thinking, and continuous improvement.
SERAS and ACVIS
ACVIS focuses on the governed validation of knowledge and competencies. SERAS contributes a broader educational perspective about reflection, responsibility, values, and human development.
SERAS does not alter the current technical status of ACVIS, and the ACVIS prototype should not be presented as implementing the complete SERAS program.
Their relationship is conceptual and educational: verifiable competency development remains connected to human purpose and critical thought.
